Taking up the framework of "imperialism" - as opposed to "colonialism" or "coloniality" - this article investigates two tandem processes: 1) the European investment of capital (as "aid") into nongovernmental organizations in the Republic of Armenia, especially within initiatives related to gender and sexuality, and 2) the entrenchment and normalization of liberalism as a political discourse within civil society. I take up the case study of one LGBT advocacy organization in the country, PINK (Public Information and Need for Knowledge) Armenia, to reflect on the effects of these two tandem processes on gender- and sexuality-oriented civil society in the Republic, especially in regard to the production of media. I argue that we need to understand these mechanisms of funding and ideology as imperialism - what I call liberalism as empire - a form of "soft power" akin and closely linked to Ellen Meiksins Wood's (2005) conceptualization of contemporary imperialism as the "empire of capital."
