This issue of the ARROW for Change bulletin aims not only to highlight the challenges we face as global citizens, but points to the need to secure the rights agenda. The battle for the right to food should not leave out rights to control over our bodies, ownership and control over resources. The issue critically take stock of the current policies and programmes aimed at reducing poverty and hunger, and achieving gender equality and equity, access to universal health (including sexual and reproductive health) and education, and sustainable development. Discourses on addressing poverty and food security have also been mainly gender-blind, largely ignoring the central role women play in addressing the above issues. An understanding of the links between these issues, while keeping human rights as its foundation, can lead to the appropriate interventions on all fronts of human development — social, economic, environmental sustainability, and peace and security. States have also committed to the Millennium Development Goals, promising to eradicate extreme poverty and hunger; promote gender equality and empower women; improve maternal health; and combat HIV and AIDS, malaria and other diseases, amongst others. As we approach the deadlines for the ICPD POA (2014) and the MDGs (2015), we need to both reflect on the reasons for the failure to fully achieve these goals, and take steps in righting the wrongs when formulating the new development agenda for the post-2015 period. An Article evaluates the situation in the Philippines in these context.
