Trafficking in women has become a severe human rights problem in the European Union. Currently the trade in human beings generates higher profits than trafficking drugs or weapons. The book describes the history and the dimension of trafficking in women in the EU. It centers around the question, when, how and why the European Union started to fight trafficking in women. Birgit Locher argues that it has been due to power of international norms, successfully operating advocacy networks and favorable political opportunity structures that the problem could draw public and political attention. The book is divided into twelf chapters: 1. Introduction - 2. Studying the EU: Classical Approaches and New Theoretical Challenges - 3. Norms in International Politics - 4. Trafficking in Women and the EU: Elements of a Framework for Analysis - 5. The Anti-Trafficking-Regime: Norm-Emergence in Historical Perspective - 6. Trafficking and the European Community: The Silence of the Early Decades - 7. The Fall of the Berlin Wall and the New Rise in Trafficking - 8. The Un-World Conferences and the Power of Norms - 9. The Start of EU-Actions on Trafficking - 10. The Extension of EU-Actions against Trafficking - 11. The Consolidation of the EU's Anti-Trafficking Policy - 12. Summary: Explaining Trafficking in Women in the European Union. | |
