In this study is provided a short background information on women slowly turning from invisible participants into target groups of development assistance and even into active partners during the past decades. At the beginning of the seventies women began to raise their voices in the South and the North and entered into theoretical discussions. Gradually their issues made their way into international institutions, resolutions and documents, especially around and after the Fourth UN World Conference on Women in Beijing 1995. the main part of this article deals with the question about far aid policies became gender- oriented in recent years, particulary about seriousley Austrian development cooperation is geared towards empowerment of women and which urgent measures still have to be taken
